Description
Upon regaining power in the fall of 2008, the Conservatives made the bold decision to highlight Canada's less than perfect track record with equipping its armed forces. "Fixing procurement will be a top priority," then governor general Michaelle Jean proclaimed in her throne speech. "Military procurement in particular is critical: Canada cannot afford to have cumbersome processes delay the purchase and delivery of equipment needed by our men and women in uniform." Just two years later, the government can pat itself on the back for having fast-tracked all sorts of urgently needed equipment to the troops in Afghanistan. For example, the Canadian Forces now have cutting-edge C-17 aircraft to meet strategic and tactical airlift requirements as well as an ample supply of howitzers and armoured patrol vehicles for fighting a modern-day counterinsurgency mission. But with emergency military procurement projects more or less all wrapped up and Canadian soldiers about to switch gears to a behind-the-wire training role this summer, defence planners are now left with tough decisions to make about what the Forces need most in the face of looming cuts to military spending.
